Persistent noisy neighbour fined
A West Molesey woman who kept her neighbours awake all night with her partying was convicted of noise offences at Staines Magistrates Court on Thursday (October 16).
Jennifer Wheeler, of Pool Road, admitted breaching a Noise Abatement Notice handed to her by Elmbridge Borough Council after receiving complaints of anti-social noise including loud music and shouting coming from her house.
The environmental health and licensing division served her the notice when several attempts to resolve the problem failed but further complaints were received and witnessed by environmental health officers.
The Magistrates through their chairman said: "This is a very unpleasant anti-social crime that Ms Wheeler committed, made worse by the fact that she carried on after the Notice had been served."
Magistrates imposed a £100 fine for the offence, with a contribution to the council's costs of £500 and a victim surcharge of £15, making a total of £615 to be paid at £10 per week.
A resident, who wishes to remain anonymous, said: "Quite a lot of residents were affected. The all-night parties went on till 6 or 7am in the morning and kept everyone awake.
"It went on for some months then quietened down when the council issued a notice but it started up again."
However, they stated that the sentence would have been higher had it not been for her guilty plea and her limited means.
Head of environmental health and licensing, Tony Deag, said: "The Council's action in strenuously pursuing such cases has once more been endorsed by the courts.
"When we find persistent breaches of an Abatement Notice served by the Council to control noise we will not hesitate to prosecute to protect neighbours who suffer the effects of noise pollution."
